为了认真落实党的十六大关于“形成全民学习、终身学习的学习型社会,促进人的全面发展”的要求,积极响应区委、区政府提出的建设“创建学习型机关、争做学习型干部”的号召,按照区委宣传部的部署,充分调动机关干部学习的自觉性和主动性,不断提高机关干部职工的政治素质、理论水平和业务能力,培养造就一支适应新形势、新任务要求的干部队伍,现就争创活动制定如下实施方案:一、指导思想以“三个代表”重要思想为指导,以建设高效、清正廉洁的服务型机关和高素质的机关干部队伍为目标,通过确立终身学习理念,构建终身教育体系,在街道办事处机关形成终身学习、全员学习、全过程学习的浓厚氛围,努力使机关干部职工在思想上有新境界,在理念上有新突破,在素质上有新提高,为全面建设小康社会提供强有力的人才和队伍保障。二、实施范围开展“创建学习型机关”活动的范围是街道办事处机关各办公室并延伸到各社区居委会。
三、主要内容及措施1.以“三个代表”重要思想和十六大精神为重点,认真抓好政治理论学习。坚持每月一次的党工委理论中心组学习和每周五下午的干部职工集体学习不放松,把“三个代表”作为理论武装的重点,贯穿于机关建设工作的始终,与学习邓小平理论、学习十六大精神、学习党的路线方针政策、学习中央、自治区、市、区委的决策精神结合起来,坚持理论联系实际,注重理论学习的系统性、针对性,切实提高干部职工的理论政策水平,不断推进中心工作的开展。2.以开展新“三学”和“六个一”活动为抓手,广泛开展读书活动,不断加强现代知识、专业知识的学习。新“三学”,即学电脑、学普通话、学英语。“六个一”,即机关干部职工每天至少读书一小时,每周参加一次集中学习,每月参加一次交流研讨,每季度接受一次对学习情况的检查,每半年写一篇心得体会,每年底参加区里组织的一次考试考核。在学习过程中,结合本部门业务特点和工作需要,在干部职工中广泛开展专业知识、基本技能的学习和以WTO为主要内容的经济知识、现代科技知识、法律法规知识和文学知识、历史知识等内容的学习,努力提高知识层次,扩大知识面。3.以加强干部培训为手段,不断推动成人教育、继续教育的广泛开展。要将改善干部队伍的文化结构作为培训重点,本科以下学历的机关干部鼓励他们都要参加党校、电大、函授、自学考试、脱产学习等各类继续教育、学历教育,通过岗位自学并经考试获得正规院校专业文凭,提高学历档次和文化知识水平,培养具有高学历、双学历、高层次的复合型干部人才。同时,要加大干部专业技能培训力度,要通过不同方式,不同层次开办培训班,加强专业技能培训,使干部具有更高的工作技能。4.开展“学习型机关”集中活动月活动,把创建活动推向深入。计划于下半年开展“学习型机关”集中活动月活动,主要活动内容为:召开会议,对上半年“学习型机关”创建活动进行简要回顾,结合机关作风建设,部署年终考评工作;
组织干部职工到优秀“学习型机关”现场参观学习;

为深入落实科学发展观,全面提高干部队伍的整体素质,更好地服务全市工作大局,根据市委《关于创建学习型城市的意见》精神,决定在市委办公室开展“周学一文、月读一书、季撰一稿、年习一技”为主题的“四个一”创建学习型机关活动,特制定本方案。
一、指导思想
市委办公室创建学习型机关活动,要坚持以邓小平理论和“三个代表”重要思想为指导,以科学发展观为统领,以提高干部职工整体素质为根本,创新学习理念、学习方式和学习机制,努力做到学习理论与指导实践相结合,在真学、真懂、真用上下功夫,不断增强办公室干部职工的理论修养和工作水平。
二、目标要求
通过在办公室全面开展“四个一”的创建活动,让每个机关干职工每周读一篇文章,每月看一本好书,每个季度撰写一篇理论文章,每年掌握一门新的业务技能。除机关统一安排的学习活动和学习内容外,每人都要制定个人的学习计划,不论是政治理论书籍、还是业务刊物、文学艺术作品都可以列入个人的学习内容。在创建活动中要求做到“五有”,即有计划、有学习笔记、有体会文章、有调研文章、有一技之长。努力使干部职工树立终身学习的理念、创新学习的理念,从而实现思想境界有新变化、能力素质有新提高、创新能力有新增强、整体工作有新起色的总体目标。
三、学习内容
创建“学习型机关”,要紧密结合当前国内外政治经济形势和社会经济发展的新动向,结合办公室工作的实际,满足办公室干部职工知识更新和素质提高的要求,不断丰富学习内容。
(一)学习政治理论知识,着力增强思想政治素质。认真学习马列主义、毛泽东思想、邓小平理论和“三个代表”重要思想,学习贯彻党的十七届三中全会精神,牢固树立立党为公、执政为民,全心全意为人民服务的宗旨,不断提高干部职工的政治理论水平和思想政治素质。
(二)学习科学文化知识,着力提高文化素养。以科学发展观为指导,组织机关干部职工学习现代科学和政治经济学及世界经济、科技等方面的有关知识,不断拓宽视野,使机关干部掌握更多的经济理论知识,提高为经济建设服务的能力和水平。同时,拓展学习领域,加强计算机和信息网络等方面知识的学习和实际操作技能的培训。
(三)学习法律法规知识,着力增强法律意识。结合“五五”普法教育的开展,通过形式多样的普法教育,组织和动员全体干部职工认真学习《宪法》、《公务员法》等相关法律法规,定期组织培训和测试。认真学习《中国共产党党内监督条例(试行)》、《中国共产党纪律处分条例》及其它党纪政纪条规,经常开展党风党纪教育和警示教育,加强干部职工的思想道德和法律法规教育,加强党性修养,引导干部职工筑牢拒腐防变的思想防线。
(四)学习办公室业务知识,着力提升本职工作水平。根据各自岗位的工作特点和要求,认真学习文字综合、文书处理、信息、督促检查、机要保密等有关知识,定期不定期地开展党委办公室系统业务知识培训,鼓励干部职工参加在职学历教育和报考专业技术职称,促使全体干部职工钻研岗位业务,切实提高实际工作能力。
四、主要措施
创建“学习型机关”,必须以“四学”方式丰富学习内涵,做到学以致用,学有所获。
(一)领导带头学。以中心学习组为“龙头”,全面带动学习型机关的创建。办公室中心学习组每个成员必须按“四个一”的标准带头学习,即年内通读一本(套)政治理论书籍,为党员干部至少上一次理论辅导课或党课,在市级以上报刊发表一篇有思想深度和有实践指导意义的调研文章,做好不低于15000字的读书笔记。一般干部全年的学习笔记不得少于10000字,调研文章不少于一篇。每个干部至少要学会一种新的业务操作技能或电脑等方面的实用技巧,增强实际操作能力。
(二)集中、分散学。坚持集中学习与分散自学相结合,办公室中心学习组坚持每季度一次集中学习,全体机关干部每月集中学习不少于一次,集中学习时间不少于一天。坚持开展“每月一讲”活动,由办公室干部围绕全市经济社会发展中的重大问题轮流作专题辅导讲座。各科(室)、局、办要根据各自的工作特点,合理安排自学时间,每周自学时间不少于一天。
(三)互动交流学。全年拟举办多次学习交流活动,实现“四增”目标。即请中心学习组成员为全体干部职工上一次党课,增强党员干部职工的党性修养和职业道德意识;
组织举办一次演讲比赛,增强全体干部职工的爱岗敬业精神;
举办一期征文活动,激发全体干部职工人人参与、个个调研的热情,增强工作的创新意识;
举办一次理论知识讲座,邀请省市委党校专家授课,增强办公室干部队伍的理论水平。
(四)考核督促学。主要是通过实行“四严”,落实学习任务,增强学习效果。一是严格考评。对机关干部全年的学习情况按照好、中、差三个等次,分别从学习形式、学习内容、学习时间、学习效果等方面进行考评,考评结果与工作岗位责任制挂钩,并将学习情况纳入年度考核内容,作为评先选优的参考条件,对学习考评定为“差”等次的将取消年终评选各类先进资格。二是严格考勤。每次集中学习都要进行考勤签到,非特殊情况不得缺席,无故缺席者将通报批评。三是严格检查。对机关干部的学习情况每月检查一次,一般干部的学习笔记由各科室负责人进行检查,各科室负责人的学习笔记由分管领导进行检查,并对检查情况进行登记,作为年终考核的依据。四是严肃通报。对每次的学习检查情况都要进行通报,以鼓励先进,鞭策后进,以激发干部职工的学习自觉性和积极性。
五、组织领导
创建“学习型机关”,是提升干部职工综合素质的有效载体。为了切实加强对办公室创建“学习型机关”活动的领导,成立由市委秘书长任组长,市委各副秘书长、办公室副主任任副组长的创建“学习型机关”活动领导小组,由秘书科和办公室党委具体负责做好创建“学习型机关”活动的安排、督促和考核等日常工作。各科室都要提高认识,将思想统一到创建“学习型机关”的要求上来,认真抓好学习活动,切实做到思想认识到位、组织领导到位、任务落实到位。

三是一周之后脑突触发生永久性变化。根据人在学习过程中这一生理变化,采用复习加强记忆就显得特别重要了。如果我们能够在学习的内容即将忘记时进行复习,那么复习的效果最好,效率也最高。著名的心理学家艾宾浩斯通过实验发现了人的记忆与遗忘规律。实验证明:在学习仅过了20分钟后,就忘记记忆内容的42%,1天后忘却量已经达到了66%,到了第31天,忘却量高达79%。他根据实验结果,画成了著名的遗忘曲线。并表明遗忘的规律是“先快后慢”。这条规律提示我们,—定要尽早、及时地对所学知识进行复习,以便在知识还在大脑内时就加深印记,否则大脑中已经没有痕迹了,只能再费精力重学。合理安排复习时间特别重要并且必要,制定复习计划,严格按精英特计划执行,并力求形成习惯,是我们每一位学生都应该力求努力做到。 我们为什么要复习呢?因为我们记忆效果没有那么好,不可能过目不忘,所以需要重复、增强记忆。同时,复习的进展也有利于学习效率的提高。
四、做作业的科学方法这里有七种做作业的技巧:

2、认真审题。

关于学习型机关创建活动的实施方案
按照《关于落实为市委常委征求意见建议情况任务分解的通知》要求,深入推进学习型机关创建活动,结合全市宣传思想工作实际,制定如下实施方案。
一、指导思想
高举中国特色社会主义伟大旗帜,以邓小平理论和“三个代表”重要思想为指导,学习贯彻党的十八大精神,紧紧围绕建设“富强、文明、和谐、幸福新**”主题,全面提高党员干部的综合素质和工作能力,使党员干部的思想政治素质、科学文化知识、业务工作能力、管理和决策水平有明显提高,为全面完成“十二五”规划任务,努力开创**市经济社会跨越发展新局面提供强大的思想保障、精神动力和智力支持。
二、基本目标
通过开展学习型机关创建活动,使全市党员干部培养先进的学习理念,增强学习力;
弘扬知行合一学风,增强创造力;
强化执政为民意识,增强执行力;
加强从政道德修养,增强公信力,进一步树立正确的世界观、人生观、价值观,加强和改进对全市各项工作的领导。
三、学习形式及措施
(一)以市委理论学习中心组为重点,加强理论武装工作。把《***总书记系列讲话精神学习读本》列为市委理论学习中心组首要学习内容,推动领导干部把系统掌握马克思主义基本理论作为看家本领;
深化中国特色社会主义和中国梦宣传教育,组织学习好《中国特色社会主义学习读本》、《科学发展观学习纲要》理论读本,坚定干部群众的道路自信、理论自信、制度自信,围绕党政理论基本知识、形势任务教育、国内外重大时事、市委市政府决策部署,促进广大党员干部“学理论、强信心、宽视野、促发展”。
(二)完善三级宣讲体系,增强理论宣传的实效性。大力加强中国特色社会主义理论体系宣传教育,调整和充实理论宣讲队伍,成立市、区、镇三级宣讲体系。落实“百人宣讲团作百场报告”活动任务,努力提高理论宣讲的覆盖面和吸引力,不断推进理论大众化和普及化,引导广大干部群众用发展的马克思主义指导转型实践。促进和加强新形势下的领导干部作风建设,增强理论宣传的实效性。开办“**文化讲坛”,定期邀请知名专家学者作文化艺术辅导报告,普及文化知识,培训文化技能,提高文化素养。
(三)深化学习型党组织和学习型领导班子建设。扩大范围,提高质量,按照有基础、有制度、有措施的原则,切实抓好企业、农村、机关、学校、街道社市5个类别示范点。各级各类示范点要按照创造学习条件、严格学习过程、保证学习成效的要求,紧密结合实际,制定示范点建设工作方案,扎实开展学习活动,做到边工作边总结经验,全市市级创建学习型党组织示范点要达到80个。
(四)建立健全干部学习培训考核制度。完善党委(党组)中心组学习制度,健全述学、评学、考学制度,建立干部脱产学习考核制度,构建干部学习考核评价的制度体系。
(五)开展培育和践行社会主义核心价值观教育。社会主义核心价值体系是兴国之魂,决定着中国特色社会主义发展方向。倡导富强、民主、文明、和谐,倡导自由、平等、公正、法治,倡导爱国、敬业、诚信、友善的“三个倡导”,既具有重要的理论意义,更具有重要的实践性。围绕重要节庆日、纪念日和传统节日,开展专题学习教育活动。引导干部群众继承和弘扬中华民族的优良传统和改革开放过程中涌现出来的时代精神,增强认同感和服务科学发展的责任感、使命感。
(六)推动全民学习。在全市范围组织开展“全民读书”活动。围绕服务全市经济社会发展大局,依托基层综合文化中心、“农家书屋”、“社区书屋”等文化资源优势,精心组织开展丰富多彩的读书活动,努力营造“多读书、读好书”的良好氛围,在全社会形成重学、好学、善学的优良学风,有效带动学习型党组织建设。
四、工作要求
(一)加强领导,强势推进。各级党组织要切实加强领导,党组织负责人为第一责任人,制定开展活动的具体实施方案,切实抓好本地市、本单位学习型机关建设的组织实施,同时要切实加强对辖市内其他单位学习型机关建设的领导和指导。
(二)领导干部要发挥表率作用。领导干部要率先垂范、带头学习,充分发挥表率作用。要通过学政治理论、本职业务、修身知识等提高自身综合素质,增强驾驭全局、协调各方、解决矛盾的能力,以适应时代前进的新要求。要把学习作为一种觉悟、修养、境界和责任,以实际行动带动广大党员干部和群众的学习,推动学习型机关创建活动的深入开展。
(三)用开展创建活动成果推动工作落实。开展学习型机关创建活动,不是为了学习而学习,而是为了推动党的十八大精神和科学发展观的贯彻落实,推动市委、市政府确定的各项工作任务的落实。各级党组织要把学习型机关创建活动与当前正在开展的各项工作紧密结合起来,使学习源于实践服务于实践,将好的理念、好的思路转化为好的实践模式、好的工作方法,把学习的成效切实体现在问题的解决、工作的推进和经济的发展上。

按照李源潮同志提出的“在全国组织系统普遍开展学习型机关创建工作,带头建设学习型干部队伍”的要求,**区委组织部坚持早谋划、早部署、早行动、早见效,率先在部机关开展“打造学习型团队、创建学习型机关”活动,并以此为抓手,带动组织部门自身建设和各项业务工作全面开展。
一、组建机构,建立创建学习型机关工作机制。为开展好学习型机关创建活动,**区委组织部成立了以部长亲自挂帅、主管副部长牵头、机关党支部和办公室具体负责、各组室和全体干部共同参与的创建学习型机关工作小组,建立完善了工作运行机制。区委常委、组织部长李文起同志在全区组织工作部署会、组织工作务虚会和部机关全体干部会议上,多次强调组织系统和组工干部加强学习的重要性,提出组织部要在创建学习型党组织、学习型领导班子和学习型机关活动中先走一步、走在前列、学有所成、作出表率。围绕创建学习型机关,结合全年中心任务,部机关党支部制定了《部机关20XX年学习计划安排表》,明确了每个阶段的学习项目、学习内容和学习要求。办公室和机关党支部专门为部内每名干部购买了《党委中心组学习参考》、《部级领导干部历史文化讲座》、《十七大后中国政治体制改革攻坚研究报告》等书籍,要求以自学为主,每季度阅读一本支部推荐的书籍、撰写一篇读书笔记、举办一次读书心得交流活动,机关党支部和各党小组不定期抽查学习完成情况,将学习目标任务由定性的“软指标”变为定量的“硬指标”,形成了部领导讲学习、机关党支部督学习、部内干部抓学习的良好工作机制。
二、丰富形式,拓宽部内机关干部学习阵地。为确保学习活动落到实处,**区委组织部充分发挥自身优势,努力开辟学习新途径和新渠道,不断拓宽部内干部学习阵地。一是年初,将全年计划举办的各类主体班次、轮训班次和北京大学现代管理研修班的授课内容、主讲教师等下发部内各个组室,根据个人兴趣和工作需要,适当安排部内干部旁听核心课程,并将学习文件和影像资料上传ftp,形成部内共享资料,进一步放大教育培训效益;同时,规定除因保密等不便参加外,部内干部可参加区委组织部、宣传部统一安排的区、处两级中心组学习讲座,为部内干部“学理论”创造机会。二是积极鼓励部内同志报名参加清华大学等高等院校和中央党校、市委党校在职学历教育,在时间保障和学费补助上给予适当支持,不断丰富知识结构、提高学历层次,为部内干部“学知识”提供便利条件。三是坚持“班前半小时”、“组室每周例会”、“组工业务论坛”等制度,通过学文件、碰工作、讲业务等,不断促进部内干部积极“学业务”。四是抽调部内同志具体负责或直接参与重大项目推进、重点地区拆迁、重要企业引进和复杂信访问题解决等,为部内干部“学实践”、丰富阅历、增长才干搭建平台。
三、讲求实效,确保学习与工作双促进。在开展创建学习型机关活动中,注重学干结合、学以致用、以学促干。一是将创建学习型机关活动与建立学习实践科学发展观活动长效机制相结合,注重总结部内开展学习实践活动的成果经验,注意转化活动中形成的理论成果、实践成果和制度成果,把有效做法制度化、成功经验长效化。二是将创建学习型机关活动与“讲党性、重品行、作表率”巩固提高年相结合,把学习王彦生、沈浩同志先进事迹作为一项重要内容,组织开展大讨论,不断提高部内干部的党性修养、职业操守、进取精神、公仆情怀和品行水平。三是将创建学习型机关活动与“组织部长下基层”相结合,通过下基层、察民情、知民意、求民智等,增进对各级领导班子和领导干部工作思路、德才表现以及精神状态的了解把握。四是将创建学习型机关活动与推动调研信息工作相结合,将开展调查研究和撰写组工信息作为推动工作、反映工作的基本方法,制定下发了《部内调研信息工作责任制和激励办法》,要求部内每名干部每年撰写调研报告不少于1篇、每月撰写组工信息不少于1篇,进一步促进部内干部积极思考、勤于动笔习惯的养成,不断推动各项业务工作开展。
